Bhubaneswar to Get ₹40-Crore Model Gaushala to Tackle Stray Cattle Issue
State government plans modern shelters across cities with focus on safety and cow-based products

Bhubaneswar: The Odisha government has announced plans to construct a state-of-the-art gaushala in the capital city at an estimated cost of ₹40 crore to address the growing menace of stray cattle.
Housing & Urban Development Minister Krushna Chandra Mahapatra said on Thursday that all stray cattle from Bhubaneswar will be shifted to the upcoming facility, with land identification and related formalities to begin soon.
The minister informed that the gaushala will function not only as a shelter but also as a production hub, where cow dung and urine will be processed to make various products, including medicines.
Extending the initiative beyond the capital, the state government has planned at least five more gaushalas across different cities. On Swayat Sasan Divas, Chief Minister Mohan Charan Majhi had allotted gaushalas to six municipalities.
As per the plan, a gaushala in Jaleswar will be constructed at an estimated cost of ₹7 crore, while similar facilities in other towns will cost around ₹5 crore each.
“These gaushalas will be equipped with modern facilities to ensure proper management. Our aim is to reduce accidents caused by cattle on the roads and provide safe spaces for them through kanjia hudas and gaushalas,” Mahapatra said.
He added that the model gaushala in Bhubaneswar will set the benchmark for such facilities across the state, with the foundation stone expected to be laid soon.
