Rupa Roshan Sahoo Makes History at Raj Bhavan
Appointed as the First Woman Secretary to the Governor of Odisha

Bhubaneswar: For the first time in the history of Odisha Raj Bhavan, a woman IAS officer has been appointed as the Secretary to the Governor. Senior IAS officer Rupa Roshan Sahoo has taken over this prestigious position, becoming the first woman to hold the role in the state’s Raj Bhavan.
This significant appointment was part of a major bureaucratic reshuffle carried out by the state government on the previous day, involving several senior IAS officers at the Secretary and District Collector levels.
Until now, Rupa Roshan Sahoo was serving as the RDC of Brahmapur. With this new appointment, she replaces N. B. S. Rajput, who has been transferred to the Department of Public Enterprises. Rajput has also been given additional charge as CMD of OSRTC (Odisha State Road Transport Corporation).
Rupa Roshan’s elevation to this role not only marks a historic first for Odisha but also highlights the growing representation of women in top administrative positions. Her appointment is being seen as a progressive step towards greater inclusivity in governance at the state level.
