Odisha to Develop Adventure Tourism to Global Travellers
New 2025 guidelines aim to boost youth employment and make Odisha a top destination for thrill-seekers

Bhubaneswar: The Odisha government has taken a major step towards promoting adventure tourism with the finalisation of the Odisha Adventure Tourism Guidelines-2025. The decision was made in a high-level meeting chaired by Chief Minister Mohan Charan Majhi in Bhubaneswar on Tuesday.
Under the vision of ‘Think India, Think Odisha’, the state aims to become a leading destination for adventure travellers from across India and abroad. CM Majhi said, “Odisha will be made so attractive in the adventure tourism space that it becomes the first choice for tourists planning a trip to India.”
The new guidelines are aligned with Prime Minister Narendra Modi’s Viksit Bharat-2047 vision and aim to develop various tourism sectors in Odisha. Adventure tourism destinations will be mapped and developed in all 30 districts of the state.
As part of this initiative, white-water rafting will be introduced at Satkosia, and hot-air ballooning will be launched at the Hirakud reservoir — two major attractions expected to draw both domestic and foreign visitors.
To ensure community participation and job creation, local youth will be trained and certified in different adventure activities. These efforts will be facilitated through the ‘Go Adventure’ portal, which will also serve as a platform for collaboration with private sector players.
In addition, the Odisha government will offer attractive incentives to private investors under the Odisha Tourism Policy-2022 to encourage development in the adventure and eco-tourism space.
Officials believe these comprehensive steps will not only enhance Odisha’s tourism potential but also generate sustainable employment and economic growth for local communities, positioning the state as a key adventure tourism destination in India.
